Synopsis: Studies conclude that professionals that have contact with children report only half of the incidents that may be abuse maltreatment/neglect (Research foundation, 2011). The reason for this low report rate was due to the confusion or misunderstanding about the laws and procedures and a lack of knowledge or awareness of warning signs. The study also found the professionals are often influenced by their professional beliefs, values, and past experiences (Research foundation, 2011). This prompted the state of New York to require mandated reporter training.

After completing this course, the learner will be able to:
  • Effectively report child abuse or maltreatment/neglect to New York State Central Register (SCR) of Child Abuse and Maltreatment. The SCR is also referred to as the “Hotline.”
  • Evaluate situations to determine the reasonable cause to suspect child abuse and maltreatment/neglect.
  • Identify physical and behavioral indicators associated with child abuse and maltreatment/neglect.
  • Describe legal frameworks for mandated reporters and the New York State Child Protective Services.

CMS Issues State Medicaid and CHIP Managed Care Program Data

Per the notice below, the Centers for Medicare and Medicaid Services (CMS) has issued multiple data sets on state Medicaid and Children’s Health Insurance Program (CHIP) programs.

Now Available: CMS Releases State-level CAHPS Health Plan Survey Results

The Centers for Medicare and Medicaid Services (CMS) recently released new 2023 Medicaid and Children’s Health Insurance Program (CHIP) Child and Adult Core Set data products along with new summary tables with performance-related information about states’ Medicaid and CHIP managed care programs for 2023-2024.  For the first time, the Core Set data products include state-level Consumer Assessment of Healthcare Providers and Systems (CAHPS®) Health Plan Survey results submitted to the CAHPS Database maintained by the Agency for Healthcare Research and Quality (AHRQ).  State-level CAHPS Health Plan Survey results are posted on the AHRQ’s CAHPS Health Plan Survey Database website.  CMS and AHRQ are collaborating to streamline reporting of CAHPS data voluntarily submitted to the CAHPS Database by state agencies and health plans.  The Core Set data products posted on Medicaid.gov include the 2023 Core Set Fact Sheet, which provides an overview of state reporting, highlights measures with high and low national median performance, and identifies trends in select measures over the last three years.  Results from AHRQ’s 2023 CAHPS Health Plan Survey Database are available via AHRQ’s CAHPS Data Tools website.  Select to access the AHRQ CAHPS Health Plan Chartbook, Infographic, or Research Datasets.  For technical assistance related to the Child, Adult, and Health Home Core Set measures, please contact MACQualityTA@cms.hhs.gov.  For more information related to AHRQ’s CAHPS Health Plan Survey Database, please e-mail CAHPSDatabase@westat.com or call the helpline at 1-888-808-7108.
