NYSDOH Issues Medicaid Global Spending Cap Report
The New York State Department of Health (NYSDOH) Medicaid Redesign Team (MRT) website has been updated to reflect the Fiscal Year (FY) 2025 2nd Quarter Global Cap Report. The posted reports can be found at: https://www.health.ny.gov/health_care/medicaid/regulations/global_cap/. In 2012, New York State implemented a cap on Medicaid spending, known as the Global Cap, which initially limited growth to the rate of inflation. While successful at first, per-recipient costs began to rise again after 2014 and the Global Cap was modified in 2023 so the spending growth rate was tied to the five-year rolling average of the federal Centers for Medicare and Medicaid Services (CMS) annual projections of health care spending, essentially allowing for greater growth.
